the stripe is designed by making use of a pattern..you can google that and find lots of resources..
as for the glow and glitter, u need to make use of a brush on a layer and use different sizes to bring shades and light accordingly..its proper to use for example from a dark blue as the bg and paint with lighter shades of blue with smaller brushes on that..
